Yes they do need a licence but It depends on what event you want to do.

I was doing stages and some endurance's and i had a Rally National Navigator A licence

If it's for Endurance, Road or stage rallying, the minimum is National B licence. It may be best to check with the entries secretary for the event you want to do which licence is needed before you apply.
